It is with a heavy heart that we announce the peaceful passing of Frances Moore Kelly, on November 17, 2020 at the Hotel-Dieu de Lévis, Soeurs de la Charité de Saint-Louis care unit, with her family by her side.  She was 79 years old.

Born to the late Lilias Whyte and James Kelly, on May 3rd, 1941 in Dunfermline, Scotland, Frances moved to Canada in her late twenties where she met her lifelong partner, Virginio Santin.  After a few trips back and forth between France and Canada, they settled on the south shore of Quebec City where they lived for over 40 years.  Frances is survived by her partner, Virginio Santin, daughter Chantal Santin DeCarlo (Geoffrey), her two granddaughters, Cécilia and Sophia, sister, Jenny Halfpenny, brother, John Kelly and many nieces and nephews abroad as well as other family and friends.

Frances was a lifelong member and contributor to St. Andrew’s Presbyterian Church in Quebec City.  She also worked alongside Virginio in the family business.  Her reputation of being a selfless person was well-known to those around her. For years, she was devoted to volunteering in the church because she understood the importance of building a strong community.  She gave countless hours regularly calling and visiting the elderly people in her community, not just to check in on them, but to converse and give them much needed connection.  As a mother and a wife, she worked long hours supporting the family business and at the same time was active and present in her daughter’s competitive gymnastics and clubs.  She did everything for others.  Virginio, her daughter Chantal, and in her later years, her granddaughters were the focus of her love.  Those whose lives she touched will miss Frances.

At this time, we would like to acknowledge all the staff at the CISSS Chaudières Appalaches who have helped Frances over the last few years as well as the staff at the Sainte-Marie CHSLD in the last months.   A sincere thank you to the dedicated staff of the Hotel-Dieu de Lévis, the Soeurs de la Charité de Saint-Louis care unit for the wonderful care they provided mum in her last days.

Should you wish to make a donation in Frances’ memory, it may be made to the Fondation de l’Hôtel-Dieu de Lévis, 143 rue Wolfe, Lévis, QC, G6V 3Z1. https://fhdl.ca/

Due to the circumstances surrounding the pandemic, the service will be announced at a later time.
